I've heard that MTS provides select local phone numbers to be used via VOIP by marketers outside of the province. It will always be the same phone number on your ID, but the caller may be different each time. Because by nature they are inbound only calls, you can't reach the caller at the number on your call display.I've also observed the same trend on (204) 480-1700 and (204) 475-5341.Unconfirmed, but I have a similar suspicion coming out the States. Calls coming from area codes 213 and 616 (a rural part of Michigan) seem to host callers from all over the U.S. Must be cheaper for telemarketers to deal with specific phone providers regardless of where they are.
